I am Qionghua Feng,the legal representative and principal of Hubei BlueSky New Material Inc.  As the main person in charge of the enterprise and the first person responsible for production safety, I will strictly abide by the law of the "Safe Production Law of the People's Republic of China ", "Regulations on the Safety Administration of Dangerous Chemicals", "Opinions on Comprehensively Strengthening the Safety Production of Hazardous Chemicals", " The Notice on Printing and Distributing the Three-Year Action Plan for the Key Tasks of the Provincial Chemical (Hazardous Chemicals) Safety Remediation", the Work Plan for the Safety Risk Prevention and Remediation Improvement of Hazardous Chemicals Construction Projects and Chemical Parks (Enterprises) in Hubei Province, Control and Improvement work Plan" and other laws and regulations, strictly implement the main responsibility of enterprise safety production, the safety production responsibility systemofall employees and the dual prevention mechanism.

In order to deeply learn from the tragic lessons of the 8.3 accident and protect the lives and safety of all employees of BlueSky, I solemnly make a public promise to all employees and the society and strictly implement it.  

1. Establish and improve the production safety responsibility system and strengthen the standardization of production safety.  

Safety production responsibility system is to reflect the edge, to the end;  Clear structure, clear rights and responsibilities;  Plain and clear.  Define the responsible person, scope of responsibility and assessment standard in the whole company.  

2. Improve safety production regulations and operating procedures.  

According to the "Safety Standardization" to improve the rules and regulations, according to the "Safety Management implementation Guidelines" to improve the operation procedures, implement the Ministry of Emergency Management Order No. 88 " On strengthening safety management guidance", pay attention to improve the execution, and then implement.

3. Organize, formulate and implement safety production education and training plans.  

Establish a long-term safety training mechanism. Organize the training, assessment and improvement of raw materials, finished products, process, equipment, automatic control, etc.  

4. Ensure the effective implementation of production safety input.  

Set up a special cost for safety production, strengthen the transformation and upgrading of technology and production equipment, always improve the essential safety level, improve safety management ability, improve safety culture as a safety development goal.  

5. Organize the establishment and implementation of the dual prevention working mechanism of hierarchical control of safety risks and investigation and management of hidden dangers, supervise and inspect the work of safety production, and timely eliminate the hidden dangers of production safety accidents.

6. Organize the formulation and implementation of emergency rescue plans for production safety accidents, improve their pertinence and effectiveness, and strengthen the construction and improvement of emergency rescue teams.  

7. Timely and truthfully report production safety accidents.  We should analyze the causes of the attempted incidents, draw lessons from them, and implement preventive and rectification measures.  

8. Implement the major hazard source security responsibility system to ensure absolute safety.  

In 2022, I will always bear in mind the painful lessons of  August 3, believe in CommunistParty, obeying the command of the Party and resolutely shoulder major responsibilities. We always adhere to the concept of safe development, fully implement the responsibility for production safety of all staff, and tightly compact the responsibility for production safety layer upon layer, and implement to the personal, implement to the end, effectively reflecting the "responsibility of everyone" in production safety.

In 2022, I will fulfill my responsibilities, establish the work philosophy of "safety is the premise, without safety, there will be nothing", and put the lives of employees first. We will not start to produce until our production could meet the conditions of safe production. 

In 2022, I will abide by the laws and regulations, and firmly guard the red line, bottom line and lifeline of work safety, to reassure employees, family members, the government, and society. Forge ahead while maintaining stability,try our best to move on!
